The Payroll & Benefits Officer is responsible for the accurate, timely, and compliant administration of the company's payroll and employee benefits programs. The role manages payroll processing, statutory contributions, employee deductions, benefits enrollment, and payroll-related employee inquiries while ensuring compliance with Philippine labor, tax, and government regulations.
The role works closely with HR, Finance, employees, management, government agencies, and external payroll and benefits providers to ensure payroll and benefits processes are properly administered, reconciled, documented, and delivered on time.
The ideal candidate is highly detail-oriented, analytical, organized, and hands-on, with strong knowledge of payroll processes, statutory requirements, employee benefits, and HRIS. The candidate should be comfortable handling confidential employee information, investigating discrepancies, coordinating with multiple stakeholders, and working within strict payroll deadlines.

Key Responsibilities
I. Payroll Administration
- Manage the end-to-end payroll process to ensure accurate and timely salary release.
- Collect, validate, and consolidate payroll inputs, including attendance, overtime, leaves, allowances, deductions, adjustments, incentives, and other payroll-related transactions.
- Review and validate payroll calculations, including basic salary, overtime, allowances, deductions, taxes, benefits, and statutory contributions.
- Coordinate with HR, Finance, Operations, and other stakeholders to ensure payroll inputs are complete and accurate before processing.
- Conduct payroll reconciliation and investigate discrepancies prior to payroll approval.
- Prepare payroll reports and supporting schedules for review and approval.
- Process final pay, separation pay, back pay, and other off-cycle payroll requirements.
- Respond to and resolve employee payroll concerns accurately and within agreed timelines.
- Maintain complete and confidential payroll records and supporting documentation.
- Ensure payroll deadlines and internal controls are consistently followed.
II. Government Statutory Compliance
- Ensure accurate computation, deduction, reconciliation, and timely remittance of SSS, PhilHealth, Pag-IBIG, and withholding taxes.
- Prepare and maintain required statutory reports, schedules, and supporting
documentation. - Monitor changes in government regulations affecting payroll, taxation, and employee contributions.
- Coordinate with government agencies and external service providers on statutory concerns and employee records when required.
- Reconcile statutory contributions against payroll records and identify discrepancies.
- Support government audits, inspections, and inquiries relating to payroll and employee contributions.
- Maintain complete and audit-ready statutory documentation.
III. Compensation & Benefits Administration
- Administer employee benefits, including HMO, insurance, allowances, leave benefits, and other company-sponsored programs.
- Manage employee enrollment, updates, dependents, changes, and termination of
benefits with external providers. - Coordinate with HMO and insurance providers regarding employee concerns, claims, eligibility, and coverage.
- Maintain accurate records of benefit eligibility and employee enrollment.
- Monitor benefit utilization, renewals, and provider requirements.
- Support the administration of salary adjustments, promotions, allowances, and other compensation changes.
- Coordinate with HR and Finance to ensure approved compensation changes are accurately reflected in payroll.
- Respond to employee inquiries regarding compensation, benefits, deductions, and entitlements.
IV. HRIS & Payroll Systems
- Maintain accurate and up-to-date employee payroll and benefits information in the HRIS.
- Process employee movements, new hires, transfers, salary changes, benefits changes, and separations in the system.
- Conduct regular data validation and reconciliation to ensure payroll and employee records are accurate.
- Generate payroll, headcount, compensation, benefits, and statutory reports from the HRIS.
- Coordinate with HRIS/payroll vendors and system providers on system issues, enhancements, and troubleshooting.
- Support payroll system testing, implementation, and process improvements.
- Ensure employee and payroll information is handled in accordance with data privacy and confidentiality requirements.
V. Payroll Reconciliation & Reporting
- Prepare and maintain payroll reconciliation reports and supporting schedules.
- Reconcile payroll against HRIS records, attendance, Finance records, statutory contributions, and other relevant data.
- Identify discrepancies, investigate root causes, and coordinate corrective actions.
- Prepare regular payroll and benefits reports for HR and Finance management.
- Provide data and analysis relating to payroll costs, headcount, benefits, deductions, and employee movements.
- Maintain accurate payroll documentation for audit and management review.
VI. Employee Support & Payroll Advisory
- Serve as a primary point of contact for employees regarding payroll, compensation,
deductions, statutory contributions, and benefits. - Explain payroll and benefits processes clearly and professionally to employees.
- Investigate employee concerns and provide timely resolution or appropriate escalation.
- Maintain confidentiality when handling sensitive compensation and personal information.
- Support employees during onboarding and separation with payroll and benefits related requirements.
- Coordinate with HR Generalists and HR Business Partners on employee concerns requiring further HR intervention.
VII. Payroll & Benefits Process Improvement
- Review existing payroll and benefits processes and identify opportunities to improve
accuracy, efficiency, and employee experience. - Develop and maintain payroll and benefits procedures, checklists, templates, and controls.
- Identify recurring payroll issues and recommend preventive measures.
- Support automation and system improvements to reduce manual processes and payroll risks.
- Ensure payroll and benefits processes are consistently documented and followed.
- Participate in HR and Finance projects involving payroll, compensation, benefits, and HR systems.
To apply, you must be an expert on the following requirements:
- Bachelor's degree in Human Resources, Accounting, Finance, Business
Administration, or a related field. - 7 - 10 years of relevant experience in payroll, compensation and benefits, HR operations, or a similar role.
- Strong hands-on experience in end-to-end payroll processing.
- Solid understanding of Philippine payroll practices and statutory requirements, including SSS, PhilHealth, Pag-IBIG, and BIR.
- Experience in payroll reconciliation, payroll inputs validation, deductions, adjustments, final pay, and statutory remittances.
- Strong experience in employee benefits administration, preferably including HMO and insurance.
- Experience working with HRIS, payroll systems, and employee databases.
- Strong Excel skills, including the ability to work with payroll reports, reconciliations, formulas, and data validation.
- Experience coordinating with external payroll, HMO, insurance, and other benefits providers.
- Strong attention to detail and ability to work accurately under strict payroll deadlines.
- Strong analytical and problem-solving skills, particularly in identifying and resolving payroll discrepancies.
- Excellent communication and interpersonal skills, with the ability to explain payroll and benefits matters clearly to employees.
- High level of integrity, confidentiality, and professionalism when handling sensitive compensation and employee information.
- Strong organizational skills and ability to manage multiple payroll and benefits deadlines simultaneously.
