Position performs a broad range of business development, marketing, proposal development, and project budgeting duties. Develop responses to invitations for bids/solicitation/requests for proposals for the Business Development Division. Prepares internal operating budgets for the Operations Division. Functions as a key member of the Business Development team by supporting the Cost and Pricing Director in preparing and maintaining cost files for all solicitation and proposal documents, and preparing price support documentation for proposals, marketing, and operations presentations. The position does not directly supervise any staff. Discover and implement efficient ways to organize, store, and analyze data with attention to accuracy, security, and confidentiality.
The main responsibilities of a COST ESTIMATOR/WORKLOAD DATA ANALYST include:
- Accurately determines feasible and cost-effective technical solutions to facility workload requirements.
- Create accurate project estimates and technical solutions within established priorities, deadlines, and contract requirements.
- Ability to analyze existing site or systems conditions and develop solutions for the replacement, modification, or construction of facilities, systems, or infrastructure.
- May be expected to work hours over normally scheduled hours in response to short-term department needs.
- Develop detailed estimates using Excel and other estimation/take-off programs. Write a narrative/rationale to support estimating data.
- Support internal audit functions to ensure all proposal/estimating actions relative to pricing are comprehensive, complete, and responsive.
- Performs bid preparation and material quantity take-offs.
- Prepares cost estimates and proposal documents for facility operations and maintenance projects.
- Develop RFI's for bid clarifications from the customer to ensure all costs are included to cover the scope of work.
- Create and maintain costing documents for proposals to include all schedules, workload data, and other Excel supporting documents on all open and closed Cost proposals.
- Supports the Estimating and Pricing Director in cost and pricing activities to ensure risk mitigation and compliance with corporate policies and procedures, and government regulations.
- Perform cost and price analysis of existing jobs and/or historical cost data from previous contracts for use in the development of price proposals.
- Assist contract administration with contract modifications.
- Formulate techniques for quality data collection to ensure adequacy, accuracy, and legitimacy of data.
- Understand and apply critical path schedules to inform cost and pricing as is appropriate for construction execution.
- Devise and implement efficient and secure procedures for data handling and analysis with attention to all technical aspects.
- Assist with reports and data extraction when needed.
- Monitor and analyze information and data systems and evaluate their performance to discover ways of enhancing them (new technologies, upgrades, etc.)
- Ensure digital databases and archives are protected from security breaches and data losses.
- Troubleshoot data-related problems and recommend maintenance or modifications.
- Prepare detailed cost estimates by analyzing plans and specifications and performing quantity take-offs for select trades. Be technically savvy. Utilizing on-screen take-off software is a positive.
- Develop and prepare conceptual estimates with minimal subcontractor assistance using limited preliminary design documents/information.
- Develop subcontract interest in projects and manage the subcontractor RFP process.
- Qualify and level subcontractors' proposals according to project specifics.
- Itemize trade-specific scopes and prepare bid packages.
- Other duties as assigned.
To apply, you must be an expert on the following requirements:
- Bachelor’s Degree in engineering, construction management, or a related financial or construction field
- Minimum of three (3+) years of proven experience in cost estimating, or proposal pricing in a services and/or construction-based business.
- Advanced level experience with Microsoft Excel.
- Excellent oral and written communication skills.
- Experience following solicitation instructions.
- Excellent mathematical skills and accuracy in pricing.
- Excellent understanding of data administration and management functions (collection, analysis, distribution, etc.)
- Familiarity with modern database and information system technologies
- An analytical mindset with problem-solving skills
- Excellent communication and collaboration skills
- Excellent construction document and blueprint understanding skillsets
- Knowledgeable with blueprints and or architect drawings
- Proficient with commercial estimating software such as: MC2, Timberline/SageCRE, QuickBid, On-Screen Takeoff, etc.
- Possess a broad knowledge of Facility Operations and Maintenance
- Ability to use Engineering Performance Standards or equivalent when estimating manhours.
- Experience with a Facility Computerized Maintenance Management System software (CMMS) highly desired
