The Head of People and Culture is responsible for leading the full people and culture function in the Philippines. This role provides strategic leadership across the employee lifecycle, ensures full compliance with Philippine labour laws, and builds the frameworks, policies, and culture programs required to support a high growth, high performance organisation.
The position oversees HR business partners, recruitment, and the employee engagement function. This role partners closely with Operations to deliver a people strategy that improves employee experience, strengthens performance, and supports the company’s future growth. The Head of People and Culture reports directly to the Vice President of Strategic Operations.

The main responsibilities of a HEAD OF PEOPLE AND CULTURE include:
1. Strategic Leadership
- Lead the development of the People and Culture strategy for Conduet Philippines.
- Build the processes, policies, governance, and frameworks required for a best in class HR function.
- Partner with Operations to co create performance management, leadership development, and culture initiatives that reinforce a strong and consistent employee experience.
- Act as a trusted advisor to senior leadership on people, culture, and organisational matters.
- Provide thought leadership on organisational design, workforce experience, and people scaling strategies.
2. HR Business Partnering
- Lead a team of HR business partners to support leaders across all operational and support divisions.
- Ensure effective delivery of onboarding, offboarding, employee relations, and day to day HR support.
- Build strong relationships across leadership teams to influence decisions and guide people related outcomes.
- Ensure consistent application of policies, disciplinary frameworks, and progressive action.
3. Employee Relations and Labour Law Compliance
- Serve as the senior escalation point for all employee relations matters.
- Conduct or oversee formal investigations and ensure outcomes are legally compliant and aligned to internal standards.
- Act as final approver for all progressive disciplinary actions.
- Maintain strong working knowledge of Philippine labour laws, regulations, and compliance requirements and ensure full compliance across the organisation.
- Lead HR audits and represent the company in interactions with labour authorities when required.
4. Recruitment and Talent Acquisition
- Oversee full lifecycle recruitment for all roles in the Philippines including volume hiring, specialist roles, and leadership positions.
- Lead the recruitment and sourcing strategy to support both current demand and future workforce scaling.
- Implement recruitment SLAs, funnel reporting, data driven decision making, and continuous improvement of the hiring process.
- Manage recruitment vendors, background check providers, job boards, and partnerships.
- Ensure Conduet’s leadership standards, culture values, and behavioural expectations are reflected in all hiring practices.
5. Engagement, Culture, and Experience
- Lead execution of employee engagement initiatives in partnership with Operations.
- Oversee the Employee Engagement Lead and ensure the engagement calendar, recognition programs, and culture initiatives are well designed and consistently delivered.
- Guide the delivery of key culture programs including CX Culture Lab.
- Analyse engagement data and partner with leaders to build practical action plans focused on improving employee experience.
- Create initiatives that support wellbeing, retention, and a sense of belonging within the organisation.
6. HR Operations and Total Rewards
- Lead all HR operations including HR administration, employee records, compliance documentation, and policy management.
- Oversee annual HMO negotiation, provider performance, and benefits administration.
- Lead annual salary benchmarking, market data reviews, and support compensation planning in partnership with leadership.
- Maintain the employee handbook and policies ensuring clarity, compliance, and alignment with Conduet standards.
- Ensure HR systems, tools, and processes support accurate reporting and high quality employee experience.
7. Leadership and Team Management
- Manage and develop a team of direct reports including HR business partners, recruitment professionals, and the employee engagement lead.
- Set clear expectations, coach for performance, and drive accountability across the People and Culture team.
- Build a resilient, high performing HR team that delivers both operational excellence and strategic value.
- Role model Conduet values and ensure the HR team reinforces the leadership culture expected within the organisation.
To apply, you must be an expert on the following requirements:
- 10+ years of progressive HR experience, including at least 5 years in a senior HR leadership role overseeing multiple HR functions.
- Proven experience leading the full employee lifecycle, including HR Business Partnering, Talent Acquisition, Employee Relations, Engagement, Total Rewards, and HR Operations.
- Strong expertise in Philippine labor laws, employee relations, investigations, disciplinary processes, and regulatory compliance.
- Demonstrated success developing and implementing people strategies, performance management frameworks, leadership development programs, and culture initiatives aligned with business objectives.
- Experience supporting high-growth organizations, preferably within BPO, outsourcing, offshore staffing, shared services, or similar service-driven industries.
- Strong recruitment leadership experience, including volume hiring, leadership hiring, workforce planning, and recruitment process optimization.
- Proven ability to partner with senior leaders, influence decision-making, and provide strategic guidance on organizational and workforce matters.
- Bachelor's degree in Human Resources, Psychology, Business, or a related field; HR certifications (e.g., CHRP, SHRM, HRCI) are advantageous.
It will also be favorable if you are knowledgeable in:
- Additional relevant knowledge or experience related to the above requirements will be considered an advantage.
